TALCA.- El vicepresidente del Centro de Rehabilitación Canino (canil privado para perros), Sergio Manzor Cubillos, criticó fuertemente y hasta anunció realizar una acción legal en contra de la nueva Ordenanza de “Tenencia y manejo responsable de animales caninos en la comuna de Talca”, definida en el Decreto Alcaldicio Nº 620 del 14 de marzo de 2007.Sergio Manzor y el concejal UDI Christián Garrido Encina, señalaron que la nueva ordenanza, que comienza a regir mañana, tiene serios errores y que hay otras acciones o alternativas que pueden realizarse a menor costo y con una mejor efectividad para el control de la población de perros callejeros.Por su parte, el concejal PS, Carlos Soto, dijo que le hubiese gustado que Manzor expusiera ante el Concejo Municipal sobre los perros callejeros, ya que era importante saber más del tema, pero no fue posible lograr aquello.Manzor recalcó que gastar 32 millones de pesos en una perrera no se justifica, ya que argumentó que es mejor tener un “Reglamento de Emergencia” para ser aplicado en las poblaciones de la periferia de Talca, mediante el cual se podría esterilizar entre 100 perras al mes con un costo de sólo un millón 100 mil pesos durante 3 años y que con ello, dejarían de nacer en las calles de la comuna unos 5 mil cachorros.En cambio, la proyectada perrera municipal, cuyo financiamiento aún debe postularse a fondos regionales, no impedirá el nacimiento de cachorros, dijo.
