Texas, now is your chance to get a puppy mill law on the books

Contact your senators now and ask them to vote YES on HB 1451
Right now Texas has no laws that require commercial dog breeders to meet minimum standards of care for their dogs. It's unbelievable, considering that Texas is among the top 10 puppy mill states in the country. HB 1451 has already passed the House, and now it's in the Senate. Legislators need to hear from their dog-loving constituents that it's time to require at least bare minimum standards of care for commercially raised dogs.
HB 1451 will require commercial dog breeders with 11 or more intact females to:
- Be licensed and inspected
- Provide dogs with adequate food, water, shelter and daily exercise
- Give routine and preventative vet care
- Allow confined dogs enough space to sit, stand, turn around and lie down in a normal manner
It will also make it illegal for these breeders to perform their own C-sections and euthanasia. The bill includes creation of an advisory committee to guide the Department of Agriculture on enforcement, standards and licensing fees. The bill will not affect “hobby” breeders, rescue groups and shelters, boarding kennels, or dog shows. It will only apply to the defined commercial dog breeders.
This bill is long past due in Texas, one of the most prolific puppy mill states in the country. It is critical that you contact your senator now to let him or her know you are in favor of the bill.
